Prime Minister Narendra Modi and Russian President Vladimir Putin are scheduled to hold a high-stakes bilateral meeting on Monday evening on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit in Bishkek, Kyrgyzstan. Marking their first face-to-face interaction since the annual summit in December 2025, the dialogue comes ahead of their anticipated follow-up engagement at the upcoming BRICS Summit in New Delhi. According to India’s Ministry of External Affairs and the Kremlin, the two leaders will conduct a comprehensive review of the India-Russia Special and Privileged Strategic Partnership across key strategic and economic domains.
Energy security and uninterrupted fertilizer supplies form the core of the high-level agenda, reflecting India’s vital strategic priorities amid shifting West Asian dynamics and global supply chain disruptions. While Russia continues to be one of India’s principal crude oil providers, New Delhi is actively working to address the substantial trade imbalance resulting from energy imports. To bridge this gap and advance the bilateral target of reaching 100 billion dollars in trade by 2030, India is pushing for expanded Russian market access for its pharmaceuticals, information technology, agricultural products, and consumer goods.
Defense cooperation and resilient transaction frameworks will also feature prominently in the discussions. The leaders are expected to review the pending deliveries of the S-400 air defense systems, reserve missile stockpiles, local maintenance and repair facilities, as well as ongoing joint production and spare parts indigenization initiatives. Furthermore, against the backdrop of stringent international sanctions, both nations are focusing on reinforcing alternative, secure bilateral payment mechanisms and exploring deeper collaboration in nuclear energy, advanced technology, and modern fertilizer plants.
